The correct choice regarding trash disposal on public highways relates to illegal dumping. This term describes the unlawful act of disposing of waste in unauthorized locations, such as public roads, which is a significant concern for environmental and public safety. Illegal dumping is regulated by various laws designed to prevent pollution, protect public health, and keep communities clean.

When individuals or entities dispose of waste materials on public highways, they violate these laws, leading to potential citations and penalties. This behavior harms the environment and can create hazardous conditions for other roadway users.

The other options pertain to broad concepts related to waste disposal but do not specifically address the legal boundaries. Regular waste disposal refers to acceptable methods of managing waste, environmental violations encompass a wide range of illegal activities affecting ecosystems beyond just trash, and public nuisance pertains to activities that interfere with the reasonable use and enjoyment of property, which could include, but is not limited to, trash issues.
